ASREP Co-Leads 'Whole-of-Society' Governance Planning in Isiolo

ASREP Africa helped convene a **"Whole-of-Society" governance planning process**, bringing together **more than 40 agencies** to coordinate how government, civil society, and communities work together to expand citizen engagement in Isiolo County.

Many actors, one approach

A whole-of-society approach recognises that durable governance cannot be delivered by any single institution. By aligning more than 40 agencies around a shared plan, the process aims to reduce duplication, close service gaps, and put residents — including those most often left out — at the centre of public decision-making.

A four-day pilot in Wabera Ward

The planning centres on an **Under the Tree Series (UTTS) pilot in Wabera Ward in August 2026**, which "will combine Customer Service Excellence training for police and public servants with practical capacity building for women, youth, elders and persons with disabilities on social inclusion, entrepreneurship, financial and digital literacy, and access to government opportunities."

By pairing public-servant training with community empowerment in a single programme, the pilot is designed to improve both the supply of and the demand for good governance.

Building on the Under the Tree model

The pilot extends ASREP's established civic-governance partnership with the Kenya School of Government, deepening a community-sourced model of participatory governance that ASREP has advanced across Isiolo's wards.
